Sadly this is more of an MDM feature than something that can be implemented at the network level.
Basically the AP will see all traffic from the shared hotspot as one mac address (the devices mac) and wont be able to tell what traffic is for the device vs what is for anything connected too it (shared). Therefore it cant make a decision to block the traffic in any way
The best way to do this is via MDM where you simply block the users option to share the connection, again this has its limitations. I cant see this being done at the network level
