OC300 Voucher screen issue

Installed an OC300 with a ER7209 Gateway and a single EAP613 for setup and testing prior to adding 149 additional EAP613’s for an apartment project. Everything seem to go well, until I tried connecting a mobile device and a laptop to the SSID. The SSID was open and set for voucher authorization. The Background is an image (or the property), The T&C’s are added to the edit Terms and Conditions feature. Everything is applied.
After a couple of minutes I try connecting the mobile device (iphone 13 and the laptop) to the open SSID. Connected okay and they redirected to the voucher screen, but the background and the T&C’s are factory defaults.
I looked at the controller settings and the selected background and T&C’s are still there. I then reset everything, confirmed latest firmware and repeated and had the same results.
I know it’s my first time with the OC300 controller as I’m trying to switch from using UDM Pro and Ubiquiti AP’s. Can anyone suggest or tell me what am I missing. Thank you in advance and for your patience.
