I am unable to link my Tapo smart bulb to Alexa as the app tells me I need to upgrade the Android version of my mobile to Android 12+. How do I do this or is there a way round it?

How about the version of the Tapo app?

yup, you can link via Amazon web. 
Login to Amazon on your PC's web browser, and search for "Tapo". Apply filter as "Alexa Skills". Now, you'll see the official skill, click on it and complete the simple account linking process.
