I had been running on 5.4.7 for a while on a linux server with few issues. I wanted to upgrade to 5.8.4 mostly for the AP Parking features, so I did that upgrade last night. however, after that upgrade I only have "dashboard, Devices, logs, accounts and settings" on the left hand column. All the config options are gone. I spun up a new windows VM and upgraded to the just released 5.9.9 and have the same issue. I'm not sure why all my other config tabs are missing. All 3 of my devices show as configured/managed.

You'll probably kick yourself...  As of 5.8.x there's a new top level, below which your old 'site' should appear:
