Archer VR400 whitelist not working for Apple products

I have enabled the whitelist on my Archer VR400 V1 with bbc.com and youtube.com as keywords.
But my wife's Chinese ipad will not access www.bbc.com/bitesize or any youtube channel at any time.
I have tried to set this to block my English Huawei P20 and everything works.
But then everything suddenly stops works altogether.
Any ideas?
