ISP : Telia

I just picked up a new router TD-W8961ND to replace a Draytek router.

The Draytek router has the ability to have two WIFI networks, one for me (encrypted), and one for guests (open)

Before I open up the box with my new TD-W8961ND I want to know, can it also have two WIFI networks ?

No, it only creates a WiFi network.

Have no idea whether TP-LINK has new modems that can create two 2.4GHz wireless networks.

As I know, TD-W8980 can create a 2.4GHz wireless network and a 5GHz wireless network. And to connect to the 5GHz wireless network, the wireless clients, such as Ipad or laptops, should also support 5GHz. Otherwise, they cannot detect the 5GHz network.
