Hello, our engineers are working on the driver for Mac 10.15; to ensure its performance, we need do round and round tests and ensure its compatibility with different OS version which will take time to do that.
While there has a beta driver for Mac 10.15 on Github which is available for Realtek network adapter according to our test, you can install it to give it a go and wait for the updates from TP-Link. Please read below to get more information.

Hi,
Below is the driver available for 823N V3.
https://www.tp-link.com/support/download/tl-wn823n/#Driver
As you can see, there is no driver for mac os catalina yet.
As the new system released within a month, it will take some time to launch the firmware.
Wish your kindly understanding. Good day.

Generally speaking, the official driver for Mac 10.15 will be released in a month after the official 10.15 OS version came out. Right now, Apple released the preview of the Mac 10.15 only.
In the past few years, the official Mac OS version will come out in Sep/Oct. So the ETA of the driver will be in the middle of November.
May it help and have a good day.
