Model: Archer C6
Hardware Version: V3
Firmware Version: 1.0.5 Build 20201117 rel.41066(5553)

The QoS doesn't work in my router.
i have set the priority (always) of my primary device.
My secondary device doesn't have QoS priority enabled.

Now whenever i download something on secondary device , it takes all of my 70Mbps bandwidth and my primary device only gets 0.5-1Mbps speed .

@Souvik30

Have you referred to this setup guide to configure the QoS for the primary device?

https://www.tp-link.com/support/faq/2693/

If the issue persists, can we have a screenshot about the QoS settings on the router? We will confirm.

@Souvik30

QoS is not equal to Bandwidth Control, you can check this article we posted before:

QoS: Optimize Your Wi-Fi Network

If you want to test if the QoS is taking effect, try to run speedtest app on the two devices, primary and secondary, confirm if the primary device can get a higher speed compared with the secondary. If yes, that means the QoS is working.

@Souvik30 boy I thought it was just me not knowing how to use it. It seems to limit bandwidth even though bandwidth is set correctly. Web pages don't finish loading if another device is hogging the bandwidth. Devices simply fail to load anything. It's like it will only let one device connect at a time rather than sharing the bandwidth using your set percentages.
