Model: TL-PA7010P KIT  
Hardware Version: V3
Firmware Version: 3.2.4_701113_171106_901

My ISP speed is 215Mbps and on WiFi close to the router I get close to that.

 

WiFi upstairs gets me about 130Mbps.

 

Downstairs, in the same room the adaptor is getting me 150Mbps, which is acceptable.

 

Upstairs, the powerline adaptor is getting me 30Mbps and the tpPLC Utility says there's a link between the two adaptors of 200+ Mbps.

 

Is this just a case of electric circuit not being suitable and to try using a WiFi dongle?

Thank you for your detailed information. 

The actual speed will get reduced when signal being passed through powerline, normally the real speed test could be 20% to 30% of the Powerline rate and also capped by ISP bandwidth or router speed. Here is a related FAQ explaining the Powerline Rate and Actual speed of the Powerline Adapters:

Powerline rate 200+ means the powerline environment is not very good for PLC units, for AV1000, 300+ Powerline rate speed is more ideal for powerline devices. 

If the Upstairs powerline rate is around 200+,  speed ranging from 40Mbps-60Mbps+  is a common speed. If you purchase the PLC to boost speed upstairs I'm afraid to even higher spec powerline units could not meet your need.

 For 30Mbps speed, is recommended to try a different WALL socket for the extender, and leave only 1 device running when test speed and see if speed could become better.
