Hi.
Maybe you can follow this FAQ to check or set wireless password on the TD-W8961ND.
http://www.tp-link.com/en/article/?faqid=399
After that, you can try to connect to the wireless network by the wireless password on the mobile phone.

It seems that the problem is due to the computer itself. If you search "can't find TWCU.exe file" on Google, you will find a lot of related posts.
See what I have found here:

I have the same wireless problem...
2014-01-21 18:45:13
I have the same wireless problem with router TD-W8961ND v3.0 (firm 3.0.0 Build 120524 Rel.05221).
I connect to this router:
- iPhone
- iPad
- Samsung Mobile
- HP win XP Laptop
- Toshiba Vista Laptop.
The Laptops connect quickly to others encrypted wireless LANs (workplace, friend's place, wifi zones) but is NOT POSSIBLE to connect to this router when the wireless is encrypted, if I eliminate the wireless encryption: NO PROBLEM, I connect quickly
>>> Without encryption, I connect all the devices
>>> With the wireless encrypted I only connect the mobile devices.
To triple check the Laptop configuration: this laptop is now Internet connected through my neighbour's wireless LAN (WAP2-PSK and AES pwd)
I've checked all the WEP/WAP/WAP2/TIK/AES/WPS... configurations >>> Always the same results: Mobile device connected, Laptops NOT CONNECTED (continuously trying to get an IP address). The results are the same when managing the laptops with the mobile devices OFF.

Similar Problem
2014-02-10 10:33:07
I too have similar problems.
I am able to connect to the Wifi using my other devices but not my laptop. My Laptop works fine when connecting to other Wifi routers.
Also, I found that there is no problem when I reduce my security level to WEP.
Using WPA/ PSK setting, I need to restart the modem couple of times when it is finally visible on the laptop and gets connected.
