I would suggest going through the troubleshooting suggestions here below, I think your case belongs to Q4 in Case 1:
What should I do if VPN doesn't work on Wi-Fi Router?
If none helps, we would like to know:
1. What kind of VPN Server are you configuring on the C3150? Is the Status successfully on?
2. When connecting to the server on the phone, are you able to ping the router? How about pinging the local server?
3. What kind of local server are you trying to connect to or visit from outside?

1. I configured OpenVPN server on my router C3150 v2 and tested it on two devices (iPhone and Widows 10 Computer) and both connected successfully as ( 10.8.0.6 and 10.8.0.10)
2. After connecting to VPN from different location - yes i can ping router 192.168.0.1 but i cannot enter on this IP from browser i get white page Forbidden 403 error.
NAS Synology located on 192.168.0.3 is not pingable like other LAN devices
3. Im trying to get access to my NAS (192.168.0.3) and Router page (192.168.0.1)
4. After connect to VPN i can browse internet with my home IP
Only one issue exist is i cannot acces local devices located in home

Please try enabling the Remote Management on the C3150 as follows, then check again if you can access it from the iPhone or Windows 10:
How to set up Remote Management on the Wi-Fi Routers
Regarding the NAS, please confirm the IP and gateway settings on it, be sure the gateway is 192.168.0.1.

@Kevin_Z
Hi,
1. after I enable Remote Management on the C3150 192.168.0.1 is accessible via browser but i dont wants to open Remote Management for my router because my router also will be accessible for my ISP. I using VPN to be inside my LAN and i should have access to it.
2. Yes on NAS default gateway is 192.168.0.1 (router)
3. Maybe is something wrong with Routing? This is my actual routing table for VPN
