This model of router does not contain a built in VPN server, it can only handle VPN Passthrough. This means it cannot create a VPN to the router, however it can allow a VPN to connect from outside to a device inside that can handle the VPN.
You would need to replace this device with a router that contains a VPN Server (OpenVPN or IPSec for example).
