Offline LAN Connectivity
When I lose internet connection. Will my Deco Mesh Router (X55) lose the ability to maintain a local wireless LAN connection between my devices? I have internal devices that I can still use for entertainment purposes when I have long internet outages.

It could maintain a local wireless LAN connection during the internet outage.
I think you might worry about the WAN/LAN auto-sensing feature on the Deco. If the internet cable from the ISP modem remains unplugged, Deco will keep the primary WAN port and the rest Ethernet ports will be recognized as LAN ports only.

I have the same problem. I was told by tp-link that they need access to their cloud service to run the decos and that none of them can provide LAN without internet access to get to their cloud service resources. ABSOLUTELY ridiculous because I just bought TP-link made (KASA) matter smart home outlets which are supposed to work over LAN when the internet goes down. Total false advertising and absolutely insane.

The Kasa smart home devices are wirelessly connected to Deco and they have nothing related to the WAN/LAN Auto-sensing protocol here.
For more details about WAN/LAN Auto-sensing protocol, it is suggested to refer to WAN/LAN auto-sensing
The wireless network will continue to work under LAN network when the internet goes down. Mainly the Ethernet-connected devices from the main Deco will be affected.
