Hardware Version: V3
Firmware Version: 1.3.11 b 23115 rel 85400n 5553

Hello in my network have 4 cameras c100 c200 and c310, with my iphone connect to wifi and all works fine, but with external data plan not connect video, in my dashboard the 4 cams view and all enabled. But connect to video not works and icons not enabled.

 

Another cams from different brand works fine (chinese).

 

 

 

 

Please help me.

From the picture, it looks like you have a weak mobile phone signal, which is most likely causing camera livestream fails to load. Try switching to a different network (a non-home WiFi) and check if that makes any difference.
