It depends what you mean by "Is this plug and play".

I've just tested this with my own UB500 and yes, provided your Windows 10 computer is connected to the Internet, then it will install the driver software for the UB500 automatically.
So, as far as the UB500 is concerned it should be plug and play.

However, a Bluetooth mouse won't just start working on its own after the UB500 has been plugged in.
Just like any other Bluetooth device (e.g. ear phones, headset, speakers, etc.) you will need to pair your mouse with your Windows 10 computer as per the instructions given in the user's guide that the manufacturer of the mouse should have provided.
