For those having problems setting up their guest network, try these:

Note: Must be connected to a switch if Deco is wired

1. Update all Deco 

2. Then reboot all Deco (will not delete prev settings)

3. Wait and try if this works for you.

Have also the same problem and can't find any solution,until discovered this simple trick.
