It has been confirmed by a TP-LINK representative that the HS200 is actually bivolt. I wanted to know if that was the case for the HS220, dimmer model?

That reply isn't accurate, smart switch's specification should comply with the local laws and regulations, it is different in different countries or regions. Perhaps the wrong model or version was queried. To avoid confusion, that response has now been removed.
