WiFi signal is good but not internet access

Hardware Version : V1

Hello all,
i have some issues with my brand new range extender.
1. If i try to configure the RE with a static IP i have no internet connection in the status page of the RE.
If i set it back to Dynamic IP in the status page internet connections seems fine.
2. Even thought the RE "sees" the router WiFi i have no internet connection. If i get close to the router internet connections returns.
3. Automatic change from Router Wifi to RE Wifi wont work. I have to turn off WiFi on my android phone and then it connects to RE with no internet access.
4. Look at the below screen shot. Something is wrong but i cannot figure out what.
