I am gonna arrange a remote session with you. Will email you about the remote matters. Suppose that's okay with you.
We need your MAC address of the device. And will log in to your router in dev mode and check this behavior. It might take a few days before it happens again, and we happen to capture the traffic we would like to get.

Examine your port forwarding. And provide proper information to diagnose your settings before I give further suggestions.

Port forwarding settings screenshots and related results are discussed in each step in the guide earlier.
Your manual drawing of the network diagram with the IP specified.
If possible, I require a Wireshark result on the WAN and LAN side to capture your WOL from outside NAT-ing into the LAN. Which I suspect if your WOL is even received on the WAN. Or like you described, dropped in the LAN. This matters.
Please mosaic your sensitive information. Here is a list of information considered sensitive:
1. Public IP address on your WAN if your WAN is.
2. Real MAC address of your device.
3. Your personal information including address, domain name, and credentials.
For troubleshooting purposes, when a WAN IP is needed, please leave some values visible for identification.

Look, the forum you came to is mainly about posting problems in your environment. If you find similar posts, yes, I am not surprised. That's the reason why the forum exists. No one came here to praise the products but to report an issue or their confusion. Only a few users are warm-hearted enough to post config guides.
So, I don't think you should relate that to "there is a TP-Link problem".
Something to try:
1. Enter the CLI and show the ARP when you say it loses the ARP table after a few minutes.
2. Port mirror your WAN, and capture from a computer on the LAN, to monitor the WOL incoming status.
3. Roll back the firmware and see if you have a problem, as you suspect it's our problem with this specific firmware.
The test team has the model, but we need time to test. The team is not only testing the issue from the forum, but other sources. If they don't reproduce, we still need your assistance to reproduce in your environment with the help of a remote session.
Or you can wait without doing what I suggest. I will update you once the test team replies.
And BTW, from a team member, as I forgot to mention, WOL is not about port forwarding. I am under the impression assuming you were using some kind of tools to wake the PC on the LAN.
WOL is Wake on LAN. Not from WAN, so basically, assuming you are referring to using some kind of software to encapsulate the broadcast to the LAN.
So, if you don't have any further details on your steps to wake it up and details, I think the conversation can end here.
WOL is LAN, not from WAN. The whole case is not even logical, and a question/issue.
