AV1300 kit not detected in Utility

Using tpPLC to pair the TL-WPA8630 with TL-PA8010P as the pair button process does not work - LED blinks on the 8630 but the 8010 only flashes once and the WiFi LEDs do not come on on either device.
In tpPLC the 8630 is recognised most of the time (occasionally disappears and returns), the 8010 registered at first then dropped out - the power LED blinks once every 15secs.
Tried adding another 8010 (AV1200 series) - this was recognised initially and I could then add the AV1300 unit, but after a short time everything disappeared. I managed to reinstate the 8630 but now both 8010s show 'Unable to add the device' with the same 15sec interval for the power LED.
Are the units faulty?

Note that in "Power-Saving Mode" the adapter will go offline and cannot be detected by software.

Generally speaking, the WiFi LEDs should be on even if not configured yet. Please make sure your circuit environment is stable enough.
It is recommended that you try hard reset both units:
For the models which start with TL-PAxxxx, press and hold the Pair button for 15s until all LEDs turn off and then come back on.
For models beginning with TL-WPAxxxx, press and hold the Reset button for 10s. Release the button and all LEDs turn off. When the LEDs turn back on, the reset process is complete.
Then configure the powerline network again.
