Only 3 lights flashing - it's not working

Only 3 of the 4 lights are on the adapter and 2 of 3 lights on the extender. It isn't working. Can someone tell me why not/how to fix? Thank you

It depends on which LED is not on.
If the "Powerline" LED is off (the one with the 
pictogram), then either the two Powerline adapters are not paired or the distance between the two is too large. In these two cases the fixes would be to pair the adapters or to bring them closer together, respectively.
