Local switching and port to port config

Hi. I have a pair of 3 port Gig power lines TL-PA8030P. 1. Do these do local switching?2 is there a way to ensure that port 1 goes to port q only at the other end, and port 2 to port 2 and port 3 to port 3. Perhaps VLANs would do this, if so, how do I configure them on the power lines.
