Just to confirm: when you open the live stream for your doorbell, do you actually see the on-screen message saying “Privacy Mode is On”? Or is it that you’re not getting any motion alerts, which makes you think the doorbell might be in privacy mode?

Have you shared this device or your account with anyone else? Also, are you logged into the Tapo app on another device (like a tablet or an old phone) with the same account, where someone else might have access? It’s worth checking if someone else could be controlling it. 

If you have Two-Factor Authentication (2FA) enabled for the Tapo app, you can check your account’s login history and your list of trusted devices for any unusual or unknown entries. Additionally, you may want to check if there are any existing automation rules that might turn on the doorbell's privacy mode. If the doorbell has been synced to some third-party platforms like Alexa or Google Home, you will also need to check the automation (routine) settings there.
