TD-W8960N V5 DSL is stuck at 8000 downstream

Firmware Version : 1.2.1 Build 151228 Rel.33457
ISP : Infostrada / Italy
My ISP checked like 3-4 times already, my line is just fine, the router wont connect to the speed it should. It always syncs at 8000 Downstream - 511 Upsteam
What am i doying wrong ?
My ISP is blaming the router.
