I have just set up the power link and have realised that my download speeds are now about a third of my router and yet upload speeds are the same. Anyone have any ideas?

Which model you used and what about the bandwidth your ISP provide? Does it have interference in the circuit?

AV500 powerlink, Iinet NBN FTN with their standard router Technicolor brand, I can connect to that router mid way between the router and power line and the upload speed is the same but the download will be 25-40mbs on the Iinet router and about 5mbs using the Powerline using wi fi or Ethernet

Check the circuit environment as this FAQ: http://www.tp-link.com/en/faq-409.html
And if the link speed between the PLC is slow, maybe you have some devices have filter function
