General Setup Question for Powerline AV 500

Currently the WiFi upstairs is great, but very poor downstairs. Currently my modem is set upstairs. My question: Since it comes with two adapters, one will connect upstairs to my modem, and will the other one require a router downstairs? Any help is greatly appreciated.
