tpPLC utility fails to show devices
I can no longer successfully launch the tpPLC utility to display my connected PowerLine devices. It's the latest version from 2018-08-16.
I'm running Windows 10 build 1809. Previously, the utility launched fine. Now, it launches, asks for admin permission, then shows the blue window, but only a spinning icon in the middle. No adapters are shown as before. The app is unresponsive to pressing the icons on the left column.
I've tried uninstalling and reinstalling this utility several times without success. It does launch on a different PC and Mac, just not this one.
I called tech support, and they promised to ask the developer, but they never got back to me. Any suggestions?

The suggested solution is not working for me. Ifind it difficult to understand why TP Link has not adressed this issue already. This thread is 2 years old?

I have same issue where my TL-PA9020P shows all green LEDS (and I'm using it to connect to web) but have no success in being able to see the devices with tpPLC. I've tried @Krakatos suggestions without success on 2 different computers. Any other suggestions are appreciated. (I've had the adapters for a couple years and tpPLC "used to work" but I've upgraded my internet connection and wanted to investigate the tpPLC connections, but without success. Thanks.

Have you tried what i also mention in the past? It worked for me when i had no ideas left:
Disable any endpoint protection you may have (eg symantec) or change the setting of the client to something less strict like "out of office premises".
Maybe an antivirus also has the same effect and blocks it.
Also recently after i added a newer version base, i couldnt access the web interface or utility of the earlier 4220 V1 extender to change settings and this worked for me:
I connected the laptop to the default SSID of the 4220 v1
I started the v1 specific utility "Powerline Scan.exe" (maybe you can find something similar for your device)
It detected the 4220 v1 and gave me an option through the tool to connect to it.
It connected to ip http://192.168.178.238/ which is not an ip address i have seen around (or maybe i missed?)
used the default credentials and i was able to change what i needed (SSID, pwd etc)
Maybe it gives you something more to try...

I'm having exactly the same issues the utility refuses to see any of my PowerLine Devices PA7020P V.3.
This is on Windows 10 Version 20H2 using winpcap 10 and I've disbled my Symantec Endpoint Protection.
Tried running in compatibility mode (Windows 10 recomended running it as Windows 8) link is working but I am having some issues with connections that have just started and would like to Monitor the link and check that I have the latest firmware.
So TP-Link - how do I go about fixing this issue?

The level of support of this product is poor. Never buying anything with TP on it. After a Windows update devices wont work because the utility and the phone apps wont talk to the devices anymore !

tried all fixes
used to work
now just shows what looks like a FlashPlayer logo with a question mark.
Does it rely on Flash?
Needs fixing - Flash no longer available.
Keep up TP!!!!! :(

Temporally change your PC / notebook date time to earlier than 12 Jan 2021 (Adobe Flash EOLS date). Once tpPLC utility is launched, you may change back the date time to current. This workaround works for me.
Or install the lastesy tpPLC Utility

The issue is not that the utility does not recognize the devices (it does with the latest version) but that it does not offer the user any access to the devices to rename them or configure them. And the mobile apps not working is a disaapointment.
