3G Modem Performance on TD-W8968

I am using my Huawei E372 USB Modem to connect to the Internet using the USB port. However the when I do the speedtest, the maximum download speed it can reach is 2Mbps. When I transferred the USB Modem to my TL-MR3020, the speed reaches 10Mbps, when I use the modem with my laptop, the speed also reaches 10Mbps. Average speed in my area is 10Mbps. I tested using another modem which is Huawei E303 and the speed still 2Mbps. The bandwidth control on both TD-W8968 and TL-MR3020 are turned off, I've even tried to reset my TD-W8968 and verify the APN used. Please rectify these problem, thank you.
