ISP router and DECO M5 show different IP addresses

I can't forward a port on my Win10PC, and through troubleshooting I found something that might me related.
My ISP gave me a Huawei Router, HG8145V5.
according to the list of devices connected to it; my PC is on ip 192.168.68.78
and my ISP router believes my device to be offline?
I'm assuming there must be some conflict with my DECO M5's, because my PC is both on and line. The Deco app states the IP address for my PC is 192.168.68.100
ipconfig/all on that PC confirms the same address; 192.168.68.100
Could anyone recommend me a way for my IPS router and my DECO M5's to match the IP? I'm assuming that the configuration on the ISP's Huawei router or on the DECOs that makes my IPs match will also make sure my ports are finally forwarded. Thanks in advance.
