If you have a secured but no internet Deco on some devices but not all devices, use the following.
Go to Network & Internet > Wi-Fi > Your Named Wifi Network > Select Random Hardware Adress: On
DONE!

Would it also be possible to share with us the model numbers of your clients that are connected "secured but no internet'?
@David-TP Not sure what you mean. Essentially this works for all Windows 11 machines connecting to the TP-Link Deco Mesh network. I believe the network settings are getting cached in Windows and having a random hardware address forces a good reset that cannot be done otherwise.
