Every region is regulated differently and that's why we have different region versions for the same model. The way we do firmware is that we only release a new version when there is a bug/flaw/vulnerability to patch or a new feature to add. Older firmware does not mean it's any less secure but for that region, there are not any bugs or flaws to patch or new features to add.  But since I am not in software development and don't have access to the regional differences I can't give you a clear answer.

It's suggested to wait and keep checking the firmware updates on your router web or via the Tether App for any updates.
