Only recently did I notice this but the wifi is blocking play store from installing or updating. Once I turn off wifi on my phone and connect to my mobile network everything works. I even tried this with my tablet. I don't know what to do.

Did you set up any parental control rules on Deco for smartphones?
I see your model is Deco X60_V2, There hasn't been a firmware upgrade for it in the last few months and if it worked before, I don't think the problem might be related to Deco.
If possible, it is also suggested to reset the network settings on the smartphone once to see whether it made any difference.
