Slower Ethernet than WiFi

Recently I suddenly encountered that I was getting severely throttled download speeds on my PC, when previously I had no issue. For reference, I have a 1000mbps download speed package, and suddenly could not crack 100. Side note ping and jitter are not significantly affected, and when first starting the test it tries to go over 200 then quickly back down to 80-90, its like someone is throttling the valve.
Immediately I thought it was the cable running from the ethernet port into my PC, maybe damaged or something like that. But quickly I ruled that out, as well as other ethernet cables having tried replacing them all with new ones. I then turned to my ISP, but noticed that devices on WiFi are still receiving the speeds they were originally (about 400 mbps down 45 up on iPhone 15 and laptop).
I tried 2 different laptops via ethernet (one with a throughput speed of 1500mbps and another with 1000), and I am still unable to crack 100 down.
I have replaced the primary deco with each one, and set up an entirely new network twice, and I am still encountering the same speed issue, on Ethernet only, with all different ethernet cables.
New note after this intensive testing I am now encountering relatively frequent WiFi network dropouts as well that last about a minute.
Using NBN in Australia, where the Deco is connected via ethernet to the NBN box, which acts as a router in this case.
To recap, this only became an issue recently in the past few weeks maybe a month, before this the connection and stability of Wifi etc were flawless, and I was able to get 900 down via ethernet to my desktop PC.
Does anyone have any idea what in Deco settings could be causing this? Could it have been a firmware update that has borked wired connections specifically?
