This is resolved. The owner of the property decided to install 6 Tapo cams and plug and play is enabled causing the continuouse screen refresh.

@Clive_A Hello Clive. I disconnected all the camera cables from the NVR, replaced the cabled from NVR to switch, and tested a new camera with new cable on the last never used port. The issue persists.
