Hardware Version: V2
Firmware Version: 2.1

Can I use the one device to control smart plugs in 2 geographical locations by setting up 2 accounts and logging in / out of each or can i use the same account but have different plugs each on their own networks within each location

You can use one account or two.

If you use one account you will have to use unique names like living room 1 and living room 2.

I don't use Alexa so I don't know how Alexa would work with two accounts?

Yep, like B.will said, you can create one or two accounts to manage multiple devices in different locations.
