I'd like to either write a new app or provide a link in an email to open the Tapo app so that it shows the recorded video stream at a particular date & time that I pass in as parameters. Is this possible?

Hello, 

 

Do you mean you need some SDK or API to build the Tapo app yourself? If so, apologies that SDK/API is not opened to the public for security concerns.

 

To ensure the stable performance of the cloud server so as to provide a good experience to end-users, currently, TP-Link has no plan to open the SDK/API of the camera to end-users or third-party partners.

 

But if you just want to view the camera on a PC, you may install third-party software like iSpy to add your Tapo camera and monitor it, below is the instruction you may refer to:
