Device is offline notification

As a user i want to be notified when my camera loses internet connection and know how long my camera was offline, so that i know on time my house mates are trying to steal from my room. 
 

please help.

given camera is not accessible

then send notification to the users 

 

given camera is not accessible start a timer

when camera becomes accessible stop the timer 

 

given camera is not accessible 

then display how long camera is/was offline

I also want this function to be implemented. It is not too hard to program and really useful.
