Currently, the Smart Automation in the app does not allow you to set a Match All or Match Any condition.
It says, if any condition matches, the following action will be triggered.

Can we have an option to allow all conditions are matched before an action is trigger.

For example, if it is after sunset and the camera detects person, then turn on the light. Don't turn on the light during the daytime.

This feature is actually supported. When multiple items are added to the If condition of Tapo automation, two different judgment rules can be set: When All Conditions Are Met, or When Any Condition Is Met.

In your case, you can simply set the automation Effective Time to achieve this scene, e.g. Effective Time: Sunset - Sunrise (Next Day).
