What is the behavior of devices if the mains supply fluctuates - meaning supply goes out and then after a while (after 1hr) comes back on?

 

I have noticed that the bulb turns on after a mains power supply disruption and remains that way until we turn it off. 

 

Any ideas to control this behavior?

Which model do you have? Tapo smart bulb's default state is On, when restoring from a power cut. This can't be adjusted so far.
