Same issue here with my brand new Tapo D235 V1.0 , firmware 1.2.1
 

Hardwired with a brand new VEMER VN318200 TMC 24/24 power supply (24v AC 24 VA - tested)
In always-on mode the battery drains about 3% / hour, disabling always-on the battery still drains but slowly.
The app teel me it is correctly connected, but it seems it never charge.
I tried to charge at 100% with usb, then reset and reinstall, but unfortunately I didn't solve it :-/
