I'm interested in the Tapo Smart Plug to do a turn off or on based on a ping check

So like have the plug ping every 5 seconds is ping fails 2 times (or can be set) = trigger

The idea use case is a simple connection to the internet that due to the setup you need to fail a interface in which case the Tapo Smart Plug is to a simple network switch the ping goes to one ISP where the second ISP can't ping so that when ping check on ISP 1 fails triggers Tapo Smart Plug to off allowing the device to fail over to the other ISP.
