It is possible to reorder them, although not too intuitive...

Long press on the smart action you want to re-order, then before releasing the press, drag the action down, this will select it (you should see a tick on the right hand side).

From there you should be able to select and drag the action up and down on the list.

Note, I'm on an Android device but I assume it is same for ios if that is what you are on...

  @Rbuck Unfortunately that does not work for Smart actions (on iOS). It works for sorting devices, but not actions...

I had a play on my wife's iphone and worked it out....

Long press one of the automations and then select "edit in batch"

At this point you will see the item list with a tick. 

Now you can long press and drag any of the automations to reorder them...
