Is it possible to receive a notification on the app each time the plug is on or off ?

Yes you can set this up.
In the Tapo app click on Smart from the bottom > Automation > Add Automation > Under "When" select Add Trigger > Device Status Change > Select the plug > Select "Turn On/Off" > Select "Done" in the top right > Under "Then" select "Add Action" > Now Send Me Notifications" enter your message and hit Done at the top right
You will only see the Notifications when the app is open
