I have a number of various tapo devices and have written a number of automations which issue messages to my phone via the actions in the automations.

What I find is that all notifications issued from devices, (cameras, movement detectors, etc) are pretty much instant to my phone (within a few seconds), however the notifications issued from automation routines are sometimes quick but sometimes can be several minutes after the automation has executed.

My phone is a Samsung Galaxy s21 SM-G991B running Android 15 (note this has been occurring for 2 years since I started writing Tapo automations, it is not something new).

I have the battery settings set for Tapo app to "Unrestricted".

Note this occurs when I'm on home wifi or away from home on Telecom 5G network or on someone else's wifi network.

It appears that these notifications are not coded to wake the phone (as per device notifications) as the delay can be between 1 min and in this case 9 minutes. Note that I believe if the phone is unlocked and in use the notification does come immediately.

Refer to the screen prints in the attached file for evidence:

1. shows phone battery settings set to unrestricted for Tapo App

2. Shows the Summary view of Tapo automation messages with latest message "House Alarm Turned off" time of 8:15am (where as it's received at 8:24am in screenprint 4). It also shows the time of the 2 cameras (Front door camera and Driveway camera) where the message times match the phone message summary (screenprint 4)

3. Shows the specific message issued in the Tapo log (Time is 8:15am) - same as above

4. shows the Phone notifications with the Automation message of "House Alarm turned off" being received at 8:24am. It also shows the messages directly from the camera devices being received at the same time as the Tapo Log specifies.
