Tapo P110 - Issue to reach/reset the device

I have an issue to find/reach the smart plug - Tapo P110. After longer time, I plugged in the wall socket. In a few second it was appeared in the mobile app with notification of new firmware. So I downloaded and press the install. I did not disconnect smart plug from power energy. After I saw in the mobile app, that installation is completed, I tried to switch on/off, but it was not working properly.
The LED on smart plug was slightly blinking in the green. Based on manual it means - Blinking green: Being reset; being upgraded. So, I wait a couple minutes, but it does not change the status.
After a few hours, I tried to do a factory reset via mobile app, also via hardware button, I deleted from the app and now it is not possible to search it.
I have this device almost 3 years and no issue till now.
Any idea how to do a reset or downgrade?
