The shared account only has limited permissions to the camera. As you can see in the following article, the shared account can access the Live View, Talk, Voice Call, Pan/Tilt Control, and the SD Card Video features of the camera(Tapo C200).
How to share my Tapo Smart Devices with family
In your situation, do you want the shared account to be able to watch the cloud video clips?

I just want all persons who are using the camera to be able to get notified when there is any movement at all. Instead of having to go to live view to see. It works, then it stops, it works, then it stops.
