With all the FBI warnings about rebooting and upgrading firmware on routers I decided to upgrade the firmware. I choose V1 (US) and latest version:archer_c9v1_us-up-ver3-17-1-P1[20180125-rel56387].binand followed instructions. It did a countdown for reboot and then after that just hung. After about 10 minutes I rebooted the router and the last 3 LED's on front panel started slowly flashing in unison. I was unable to connect to the router using a LAN cable.Any help will be appreciated.

This may work, insert a pin in the reset hole, try it both while powered on and also when off, drain the caps if the power on way doesn't work by unplugging it with the power button in the on position,Fed warning means if you can get it back up you need to sanitize it by resetting it first then reflashing it, ensure you use the flash for your region as others will brick it as you well now know, this may have done you a favour in a way, TPL doesn't give a shit about any of it's products based on the two months of silence I've experienced from them, so if you can get a new unit, make it an Asus 66 or 88 unit, they are old but at least their FW's are up to date unlike these lovely otherwise cool flawed routers from TPL,
