TP-Link ML-MR3020 constantly restarting with 4G LTE USB Modem 551L connected

My TP-Link ML-MR3020 is constantly rebooting anytime I insert the 4G LTE USB Modem 551L. I have verified that the modem works on computers.
This web pages says the two are compatible:

I thought I'd try to reinstall the firmware but the link of the page above doesn't seem to go anywhere useful.
I also thought I'd try a new "3G/4G Modem Bin File" but the link for that on the page above, again, doesn't help.
Can anyone suggest what may be going wrong or how I might trouble shoot these constant reboots?
Also, can anyone provide a link to the current firmware version of the MR3020?
Last, can anyone provide a link to the Modem Bin File for the USB551(4G) modem?
Any help will be appreiciated.
