My device is refusing to connect. I have reset it multiple times and cannot log in to 192.168.0.254 and rejected ever time. I need help beyond this because resetting the AP is not working.

Rather than using a computer, try using another device like a tablet or smartphone. Statically assign the connecting device an IP on the same subnet (ex. 192.168.0.250).

@Tony used my Android phone and changed the IP address to statically 192.168.0.250 but still would not connect.

I would contact your local TP-Link Support at that point, the device could be bad.
