We attempted to open up the light switch box to wire in two smart switches. It appears that one electrical line comes in to power the interior garage lights on one switch and the exterior garage lights on another switch (that has two lines coming from that switch to the three lights).

 

We were able to get power to all of them, however we weren't able to turn it off via the switch. This is how it was wired before we made an attempt. There is a traveler wire between the two light switches. Is this something that can be done with two smart switches?

Lights that remain on could be a miswiring such as the neutral going to the live contact? 

 

If there are traveler wires I think that could be a three-way outlet? In that there is another light switch that also controls the lights?

No, no other switch. One electrical line comes into the box and is configurated to run two different switches (traveler wire between them). One switch is for the interior garage lights, the other switch is to power the exterior lights, of which there are two lines connect to that switch (one for the side exterior light, the other for the front exterior lights).
